TELECOMMUNICATIONS ACT 1997 No. 47 of 1997 - SECT 146

(1) For the purposes of this Part, a person is a participating carrier in
relation to a financial year if the person was a carrier at any time during
the financial year.

(2) This section does not apply to a person if the person is of a kind
declared by the regulations to be exempt from this section.
