53. The Authority may approve a person whom an employer uses, or proposes to use, for the purpose of supervising the training of a person under a contract of training, if the Authority believes on reasonable grounds that the person—(a) has the appropriate qualifications, knowledge and skills for that purpose; and
(b) is otherwise a fit and proper person for that purpose.
