(1) Section 15(2) to (4) does not apply to a regulation under section 15(1)
fixing the levies, administration fee and insurance premiums for an
assessment period starting before 30 June 1999.
(2) A regulation mentioned in
subsection (1) is valid even though no recommendations are made to the
Minister under section 12(2) for the assessment period to which the regulation
relates.
