ABORIGINAL LAND RIGHTS (NORTHERN TERRITORY) ACT 1976 No. 191 of 1976 - SECT 28

28. (1) A Land Council may, either generally or as otherwise provided by the
instrument of delegation, by writing under its common seal, delegate to the
Chairman or other member of the Council or to a member of the staff of the
Council any of its powers under this Act, other than-

   (a)  its power to give or withhold consent in relation to the acquisition
        or the grant of an interest in Aboriginal land;

   (b)  its power to make determinations under section 35;

   (c)  its power to give a consent under section 40 or section 41; or

   (d)  this power of delegation.

(2) A power so delegated, when exercised by the delegate, shall, for the
purposes of this Act, be deemed to have been exercised by the Council.

(3) A delegation under this section does not prevent the exercise of a power
by the Council.
