with a moveable body panel forward of the windscreen that covers an engine or
luggage storage or battery compartment, must have a device to secure the
panel.
(2) However, if the
panel opens from the front in a way that partly or completely obstructs the
driver’s forward view through the windscreen, the panel must have
primary and secondary devices to secure the panel.
