and also (unless by an Act or by these Rules it is otherwise provided) every
other writ shall bear date on the day on which it is issued and shall be
tested in the name of the Chief Justice, whether he is within or outside the
State, or if there is no Chief Justice, in the name of the Senior Puisne
Judge.
