Minister’s power to exercise a discretion under section 7 of the
Act, the Minister may refuse to entertain a request for transfer made by a
prisoner within one year of a similar request if there has not, in the
Minister’s opinion, been a substantial change in the circumstances which
are likely to benefit the prisoner’s welfare.
