included in Schedule 7 shall not be stored for retail sale in any area or
in any manner that allows physical access to that substance by any person
other than —
(a) the
owner of the business carried on on the premises where it is stored;
(b) a
person employed on the premises where it is stored; or
(c) a
person authorised to purchase substances included in Schedule 7 by notice
given under section 24 of the Act.
