election desirous of withdrawing from the election before the day of election
shall, not later than 7 clear days before the day of election, sign and
deliver to the returning officer a notice in the form of Form 3 in Appendix A
and if the number of candidates is reduced by such withdrawal to the number of
members to be elected, the returning officer shall declare such remaining
members duly elected.
