connections thereto, flexible or otherwise, used between the oil vessel and
the berth, shall at all times be kept in an oil and vapour tight condition and
shall not leak.
(2) Inflammable liquid
shall not be allowed to escape, either directly or indirectly, into any waters
of the port.
