been granted by the Harbour Master in writing for the pumping of inflammable
liquids into or out of an oil vessel to be carried out between sunset and
sunrise, and an interruption or stoppage of loading or discharging takes
place, the pumping shall not be recommenced before sunrise unless permission
to do so has been granted by the Harbour Master in writing.
