Division, while observing the general principles of juvenile justice as
required by section 7, particular regard is to be had to the principles
that —
(a) the
treatment of a young person who commits an offence that is not part of a
well-established pattern of offending should seek to —
(i)
avoid exposing the offender to associations or situations
likely to influence the person to further offend; and
(ii)
encourage and help the family or other group in which the
person normally lives to influence the person to refrain from further
offending;
(b) the
treatment of a young person who commits an offence should be fair, should be
in proportion to the seriousness of the offence, and should be consistent with
the treatment of other young persons who commit offences;
(c) a
young person who is dealt with for an offence should be dealt with in a time
frame that is appropriate to the young person’s sense of time; and
(d) it
is to be made clear to a young person who is dealt with for an
offence —
(i)
what act or omission constituted the offence; and
(ii)
what it is that the person is required to do.
