reasonably incurred by the Minister pursuant to section 50,
section 51 or section 52 may be defrayed out of any money obtained
by the Minister from the disposal of any matter so dealt with and, in so far
as they are not so defrayed, shall be recoverable as a debt due to the
Minister from any person in default under the order or injunction or who
caused or knowingly permitted the circumstances to occur which gave rise to
the necessity for the expenditure.
