shall —
(1) Connect a meter,
pipe, or other fitting through which water is, or is intended to be supplied;
or
(2) Disconnect a
meter, pipe, or other fitting from any other meter, pipe, or other fitting
through which water is, or is intended to be supplied,
unless he has given
the prescribed notice of his intention so to do, and has received the consent,
in writing, of the water board or of an authorised officer in that behalf.
