prescribed for holding an election to elect the 2 persons referred to in
section 5(1)(b) to be members —
(a) no
election is held;
(b) no
candidates are nominated; or
(c) the
number of candidates nominated is less than the number of candidates required
to be elected,
the Governor may
appoint any person or persons, as the case requires, having the necessary
qualifications to be a member or members to fill the existing vacancies in the
membership of the Board for which purpose the election was to be held, and the
persons so appointed shall be deemed to have been duly elected.
