20 . Statutes, by-laws and regulations
(1) The Board of
Directors may make such statutes, by-laws and regulations as it considers to
be necessary or expedient for the control, management and administration of
the University and its property.
(2) Statutes, by-laws
or regulations may provide the fixing of fees and charges to be paid to the
Board of Directors for the use of the University.
(3) By-laws may
provide for the imposition and recovery of pecuniary penalties and for the
payment of those penalties to the Board of Directors for the use of the
University.
