(2) The principal
inspector is to inspect an eligible authority’s records at least twice
during each financial year in order to ascertain the extent to which the
authority’s officers have complied with Part 2 since the last inspection
under this Part of the authority’s records.
(3) The principal
inspector may at any time inspect an eligible authority’s records in
order to ascertain the extent to which the authority’s officers have
complied with Part 2 during any period.
