appointed or authorised or required to be done or signed or initialled by the
Registrar may be done or signed or initialled by any Assistant Registrar; and
shall be as valid and effectual as if done or signed or initialled by the
Registrar himself, except that an Assistant Registrar cannot exercise the
power of delegation given to the Registrar by section 15A.
