Division, the Minister may, on the application of the owner, grant a licence
in respect of an omnibus.
(2) A licence is not
required under this Division where —
(a) a
number of persons, on any special occasion, join in a common enterprise, to
bear the expense of a journey undertaken for pleasure, in a privately owned
motor vehicle; and
(b) the
journey has, as its destination, a place to which, on the day of the journey
there was no service that might have been used.
