General may enter into an agreement, on such terms and conditions as the
Minister approves, with a person who is an MPT investor-owner or an MPT
owner-driver for the payment to the person of an amount of compensation for
the surrender and cancellation of the transferable MPT plates that are the
subject of the agreement.
(2) A buy-back
agreement has effect only if the Minister has published a notice under
section 30C(2).
