The Commission is not subject to direction by the Minister or any other
person in the performance of its functions, except as provided in this
Division.
(2) The Minister may,
after consulting the Commission, issue the Commission with directions as to
the general policy to be followed in the performance of any of the
Commission’s functions.
(3) A direction may
not be issued under subsection (2) in respect of a particular government
record or a particular government organization.
(4) Every direction
under this section must be in writing and the text of it must be included in
the Commission’s annual report.
