under section 16 has been refused, neither the applicant nor any other
person who believes or has reasonable cause to believe that an application has
been made in respect of the same matter, may make a further application under
that section in respect of the same matter unless that applicant or other
person satisfies a court that additional material information or evidence has
been received since the time of the original application and is available.
