may, if it considers it to be in the public interest to do so and the
executive officer concerned consents, enter into an arrangement in writing
with the employing authority of a department or organisation or with an
employer outside the Public Sector for the secondment of an executive officer
of an agency to perform functions or services for, or duties in the service
of, the employing authority of the department or organisation or that employer
during such period as is specified in that arrangement.
