in performing its functions must —
(a) act
in accordance with prudent commercial principles; and
(b)
endeavour to make a profit.
(2) If there is any
conflict or inconsistency between the duty imposed by subsection (1) and
the duty imposed by section 33, the duty imposed by section 33
prevails.
