section 28 of the Inspector of Custodial Services Act 2003 and to
any directions of the Minister, the chief executive officer may permit a
person who is, or purports to be, exercising a power conferred or a duty
imposed on him by or under a law of the State or the Commonwealth to have
access and speak to a prisoner for an official purpose.
