MOTOR VEHICLE DEALERS ACT 1973 - SECT 23
23 . Changes to particulars on licence or registration, Commissioner to be notified etc.
(1) Where a licence
under section 15(2) or a registration under section 17B(2) is in force, 14
days before any change occurs in —
(a) the
membership of the firm; or
(b) the
person or persons concerned in the management and conduct of any corporate
member of the firm,
full particulars
thereof shall be sent to the Commissioner by the holder of the licence or the
registered person, as the case may require.
Penalty: $2 000.
(2) Where a licence
under section 15(3) or a registration under section 17B(3) is in force, 14
days before any change occurs in the persons concerned in the management and
conduct of the body corporate, full particulars thereof shall be sent to the
Commissioner by the holder of the licence or the registered person, as the
case may require.
Penalty: $2 000.
(3) Upon receipt of
the particulars of a change of the kind referred to in subsection (1) or (2),
the Commissioner may approve of or, if the Commissioner is satisfied that
there are reasons to do so, refuse to approve of, all or any of the changes
referred to in the particulars so submitted.

(5) Where the
Commissioner refuses to approve of the changes submitted pursuant to
subsection (3) the Commissioner shall notify the dealer or registered person,
as the case may be, and any other person affected by the decision of the
refusal.
