such regulations, whether general or to meet a particular case, as are in his
opinion required or permitted by this Act for ensuring that the maritime
archaeological sites and the ships, relics and things to which this Act
applies, and the immediate environment necessary for their continued
preservation, are protected from damage, disturbance or adverse influence.
