for any licensed surveyor, directly or indirectly, to acquire any interest in
any land open for selection under any Act relating to the alienation, leasing,
and occupation of Crown lands, if he has been or is concerned in the survey
thereof, unless before acquiring such interest he obtains the permission of
the Governor to do so.
