authorise an advance on account of a payment under this Act to be made in
accordance with the scheme to a registered distributor on such terms and
conditions (including conditions with respect to the giving to purchasers from
the distributor of eligible gas for eligible use of the benefit of the amount
of the advance) as the Minister thinks fit.
