the Authority’s board of management is unable to act because of
sickness, absence or other cause or if there is no chairman, the deputy
chairman of the board is to act in the chairman’s place.
(2) An act or omission
of the deputy chairman acting in the chairman’s place cannot be
questioned on the ground that the occasion to act in the chairman’s
place had not arisen or had ceased.
