persons entitled shall be paid by the local government, out of its municipal
fund, the compensation agreed with the local government or, in the absence of
agreement, the compensation stated in the notice under section 417 or
determined following an application under section 417(3) for a review of
the amount of compensation by the State Administrative Tribunal, and, if it is
not paid by the local government, they may recover the amount of the
compensation and costs from the local government in a court of competent
jurisdiction.
