dissatisfied with it, may declare his dissatisfaction to the building owner by
notice in writing, specifying his objection to it, and unless the parties
settle the account by agreement, the account is to be settled, on the
application of either of the parties, by the State Administrative Tribunal.

period of the 35 days of the delivery of the account to him the adjoining
owner does not so declare his dissatisfaction with the account, he is to be
regarded as having accepted it, and shall on demand by the building owner pay

the building owner may recover from him the amount shown as due in a court of
competent jurisdiction.
