under section 3.17, a local law comes into operation on the 14th day
after the day on which it is published in the Gazette or on such later day as
may be specified in the local law.
(2) A local law made
under section 3.17 comes into operation on the day on which it is
published in the Gazette or on such later day as may be specified in the local
law.
