2.12 . Electors may propose change of method
(1) A proposal to
change the method of filling the office of mayor or president used by a local
government to the other method mentioned in section 2.11(1)(a) or (b) may be
made to the local government by electors of the district who —
(a) are
at least 250 in number; or
(b) are
at least 10% of the total number of electors of the district.
(2) The proposal is to
comply with any regulations about such proposals.
(3) If the proposal is
to change the method of filling the office of mayor or president from the
election by the council method to the election by the electors method,
consideration is to be given to the proposal by such means as the council
thinks fit after which a motion to change the method of filling the office of
mayor or president is to be put to the council for decision under
section 2.11(2).
