majority required , applying to a power conferred in this Act, means
that —
(a) if
the power is conferred on a local government, it can only be exercised by or
in accordance with, a decision of an absolute majority of the council; or
(b) if
the power is conferred on any other body, it can only be exercised by or in
accordance with, a decision of an absolute majority of that body.
