9 . Administrative responsibility
It shall be the duty
of a local government within its district to administer and enforce the
provisions of this Act, and where in the opinion of the Governor the powers
conferred by this Act on a local government should be extended to an area
outside the district the Governor may by Order declare that for the purposes
of this Act the area is to be regarded as being within the district and the
provisions of this Act shall then apply as if in fact the area were within the
district.
