(2) Where a person
ordinarily keeps a dog at a place that is not within the boundaries of a
district or an area to which an Order under section 9 applies, that dog
shall for the purposes of this Act be deemed to be ordinarily kept within the
district the boundary of which is nearest to the place where the dog is kept.
