for the security, control, safety, care and welfare of —
(a) a
person in custody who is in a court custody centre; and
(b) a
person in custody who is within any other part of court premises except a
person who is in the custody of a law enforcement officer other than the
sheriff or a bailiff and who has not been dealt with by a court.
