Western Australian Consolidated Acts For preventing the
pollution of water within a catchment area or water reserve, the Minister
shall have all the powers and authority of a local government within the
meaning of and under the Health Act 1911 , including power to make and
enforce local laws under that Act, as if the catchment area or water reserve
were a district for the purposes of that Act, and the Minister were the local
government for that district.
