and persons acting judicially shall take judicial notice of the seal of the
Registrar, and every instrument or document bearing such seal shall be
received in evidence without further proof; and every document purporting to
be signed by the Registrar or any inspector or public auditor under this Act,
shall, in the absence of any evidence to the contrary, be received in evidence
without proof of the signature.
