Division —
controlling body means the Conservation Commission
or the Marine Authority;
land includes the waters comprised in a marine
reserve;
relevant water utility , in relation to a public
water catchment area, means a public utility that holds —
(a) a
licence under Part III of the Rights in Water and Irrigation Act 1914 for
the taking, use or disposal of water from that area; and
(b) an
operating licence under the Water Services Licensing Act 1995 .
