supplies goods in contravention of an order made under this Part that
contravention is a breach of duty that, subject to the defences and other
incidents applying to actions for breach of statutory duty, is actionable at
the suit of any person, whether he is the person to whom the goods were
supplied or not, who has sustained loss or damage in consequence of that
breach.
