9 . Appointment of President; who may take part in debate 4
The Governor may from
time to time, by an instrument under the Public Seal of the Colony, appoint
one member of the Legislative Council to be President, and may remove him and
appoint another in his stead; and the President may at any time take part in
any debate or discussion in the said Council.
