may search any vehicle other or other conveyance on which he has reasonable
grounds for believing there to be any agricultural produce, animal, plant,
manufactured food, or other substance and take samples thereof or specimens
therefrom and, without paying for it, remove any sample or specimen taken, and
for the purpose of exercising the powers conferred by this section may stop
and detain any such vehicle or conveyance.
