for an adoption order in relation to a child, the Court may allow a person
notified under section 59(2) or a person who is a party to the
proceedings although not a party to the proposed adoption, to become a party
to the adoption plan in relation to the child.
(2) Where a person
becomes a party to an adoption plan under subsection (1), the Court may
order the provisions of the plan to be varied if the proposed variation
adequately balances the rights and responsibilities of the parties mentioned
in Schedule 2.
