organization that is created after this Act commences —
(a) must
submit its draft record keeping plan to the Director within 6 months
after its creation and in any event before it is abolished or ceases to be a
government organization; and
(b) must
keep records in accordance with principles and standards established by the
Commission under section 61 until the Commission approves its record keeping
plan.
