certificate establishes, without the need for further proof, that the document
mentioned in the certificate contains matter that is exempt matter under the
provision mentioned in the certificate, or would, if it existed, contain
matter that would be exempt matter under the provision so mentioned.
(2)
Subsection (1) does not apply to section 77, 85(2) or 87(2).
