Procedure of Council17. Procedure of Council (1) A question arising at a meeting of the Council shall be determined by a majority of votes of members present and voting on that question, unless this Act otherwise provides. (2) If voting on a question at a meeting of the Council is equal, the person presiding has a casting vote as well as a deliberative vote. (3) A question (other than a question referred to in subsection (3A), shall not be decided at a meeting of the Council unless there are present at the meeting at least 11 members. (3A) A question of appointing one or more persons as members of the Council under section 7(2)(i) shall not be decided unless there are present at least 7 persons or one half of the members of the Council then in office, whichever is the greater, of whom not more than half hold office under section 7(2)(e) or (f). (4) The Council must meet at least six times in each year. (5) Subject to this Act and the Statutes and regulations, the Council may regulate its own proceedings.
