1.16. Exercise of jurisdiction by Judge of the Court or Court of Appeal
Unless these Rules specifically provide otherwise, any application and the
exercise of any powers and authorities in relation to a proceeding or any
other matter to which these Rules apply shall be heard and determined by the
Trial Division constituted by a Judge of the Court or the Court of Appeal, as
