ROAD SAFETY ROAD RULES 2017 - REG 258

A person must not ride a bicycle or an electric scooter that does not have—

        (a)     at least one effective brake; and

        (b)     a bell, horn, or similar warning device, in working order.

Penalty:     5 penalty units.
